INFORMATION ON SERVICES REQUIRED BY INDIAN PASSPORT HOLDERS:

The Embassy of India in Tehran provides the Passport and related services to Indian nationals residing in the Islamic Republic of Iran. To avail these services, applicant must schedule an appointment and visit the Embassy along with a duly filled online application form, original passport, and necessary documents.

1. REGISTRATION OF BIRTH & ISSUE OF PASSPORT TO NEW BORN CHILD:

As per the provisions of the Citizenship Act, 1955 every person born outside India shall be a citizen of India by descent if both the parents or either of them is an Indian citizen, provided his/her birth is registered at an Indian Mission/Post abroad within one year of the birth and the parents declare that the minor does not hold passport of another country.

Birth of every child born abroad, therefore, should be registered with the Embassy under Section 4(1) of the Citizenship Act, 1955, within one year from the date of birth of the child. Only after registration of birth as Indian citizen, the child becomes citizen of India and eligible for Passport or any other services rendered to Indian citizens.

Application for a new passport for an infant can be made along with the application for registration of birth. However, the application for issue of Passport will be processed after completion of formalities for registration of birth.

Application Process:

Application for registration of Birth can be filled online under Section 4(1) of the Citizenship Act, 1955 at website https://indiancitizenshiponline.nic.in and application for fresh passport can be filled at website https://mportal.passportindia.gov.in/mission/ After filling the online application form, applicant can schedule an appointment and visit ICAC along with following documents:

Required Documents for Birth Registration:

   (i) Printout of duly filled citizenship registration form under Section 4(1) of the Citizenship Act, 1955,

   (ii) Original Birth certificate issued by Iranian authorities and official translation duly attested by the Iranian Ministry of Foreign Affairs,

   (iii) Passport and residence permit of parents along with self attested photocopy,

   (iv) A copy of Marriage Certificate,

   (v) Declaration letter that the child does not hold the passport of any other country.

Required Documents for issue of fresh passport to newborn:

   (i) Printout of duly filled online passport application form,

   (ii) 02 current photographs (Size: 51mm x 51 mm),

   (iii) Passport and residence permit of parents along with self attested photocopy,

   (iv) Duly filled Annexure ‘D’ or Annexure ‘C’ (as the case may be).

2. RE-ISSUE OF PASSPORT:

Application Process:

Online application form for re-issue of passport can be filled at website //mportal.passportindia.gov.in/mission///mportal.passportindia.gov.in/mission/ After filling the application form online, applicant can schedule an appointment and visit the ICA along with following documents:

Required Documents

   (i) Printout of duly filled online passport application form,

   (ii) Passport and residence permit in original along with self attested photocopy,

   (iii) 02 current photographs (Size: 51mm x 51 mm),

   (iv) In case of any change in personal particulars, relevant supporting documents.

Apart from above mentioned documents, additional documents for re-issue of passport to minors:

   (v) Passport and residence permit of parents in original along with self attested photocopy.

   (vi) Duly filled Annexure ‘D’ or Annexure ‘C’ (as the case may be).

For inclusion of spouse name in passport, the applicant is required to submit the Marriage Certificate or Annexure ‘J’ at the time of submission of passport application form.

An Indian national whose passport is lost, damaged or stolen can also apply for re-issue of passport in lieu of damaged/lost Passport category. To apply for passport in case of lost, damaged or stolen passport, applicant may submit the passport application at the Embassy along with the above mentioned documents, Annexure ‘F’, and lost passport police report (in case of lost passport).

3. EMERGENCY CERTIFICATE:

Application Process:

The applicant has to fill application form online at website https://mportal.passportindia.gov.in/mission/ and has to submit the application at the ICAC along with the following documents:

Required Documents

   (i) Duly filled online Emergency Certificate application form,

   (ii) Passport in original (in case of expired/damaged passport), along with self attested passport copy,

   (iii) Lost passport report (in case of lost/ stolen passport),

   (iv) 03 current photographs (Size: 51mm x 51 mm)

Apart from above mentioned documents, additional documents for issue of Emergency Certificate to minors:

   (v) Passport and residence permit of parents in original along with self attested photocopy,

   (vi) Duly filled Annexure ‘D’ or Annexure ‘C’ (as the case may be).

4. POLICE CLEARANCE CERTIFICATE TO INDIAN NATIONALS:

Police Clearance Certificate (PCC) is issued by the Embassy to Indian nationals residing in the Islamic Republic of Iran, certifying the person's criminal record with the Indian police. It is generally required when a person applies for Residential Status, Employment or Long term visa or for immigration. Since PCC is issued after receipt of CLEAR report from the concerned authorities in India, hence, applicants are requested to apply for PCC well in advance to enable the Embassy to provide timely service.

Application Process:

For availing PCC service, the applicant has to fill application form online at website //mportal.passportindia.gov.in/mission/ and has to submit the application at the ICACalong with the following documents:

Required Documents

   (i) Printout of duly filled online PCC application form,

   (ii) Copy of current passport and residence permit,

   (iii) 02 current photographs (Size: 51mm x 51 mm),

   (iv) In case of any change in personal particulars, relevant supporting documents

5. Renunciation of Indian Nationality and Surrender of Indian Passport:

Indian nationals considering acquisition of foreign citizenship are reminded that the Indian Citizenship Act, 1955, does not provide for dual citizenship. Thus, as prescribed in u/s 8(1) of the Citizenship Act, 1955; any citizen of India, of full age and capacity can renounce Indian citizenship and surrender Indian passport. Furthermore, those foreign nationals of Indian origin who have already acquired the citizenship of any other country are not eligible for renunciation, and they can only surrender their Indian passport. It may be noted that it is a cognizable offence under the Indian Passport Act, 1967, to apply for an Indian passport, continue to hold an Indian passport, get an Indian passport re-issued or travel on an Indian passport after acquiring foreign citizenship/ passport. As per the Passports Act 1967, it is mandatory for all Indian passport holders to surrender their passports to the nearest Indian Mission/Post immediately after acquisition of foreign nationality. Misuse of Indian passports constitutes an offence under Section 12(1A) of the Passports Act 1967. Further, Indian nationals considering acquisition of foreign citizenship may also note that Indian passport is the property of Government of India and it must be surrendered to Indian Passport Issuing authority and not to any foreign authority.

Application Process:

Application for Renunciation of Indian citizenship must be filled online under Section 8 of the Citizenship Act, 1955 at the Ministry of Home Affairs (Foreigners Division) website https://indiancitizenshiponline.nic.in

The applicant would fill all his/her details and upload relevant documents in above mentioned website. Applicant may note that (i) Every Minor child (below 18 years) will be part of parent’s application process, (ii) Applicant’s Photo and signature with the relevant documents need to be uploaded, (iii) A witness needs to vouch the correctness of the details of the applicant. It is mentioned in the form where the witness will vouch. After filling the online application, applicant must take a print-out and visit the Embassy for signing the declaration before the Consular Officer, along with the following documents:

Required Documents for Renunciation:

   (i) Printout of duly filled online renunciation application form,

   (ii) Indian passport in original along with self attested photocopy,

   (iii) Address proof,

   (iv) 01 Photograph (Size: 51mm x 51 mm),

   (v) One Witness along with his/her passport in original

Application Process for Surrender of Indian passport:

Application for Surrender of Indian passport must be filled online at website //mportal.passportindia.gov.in/mission/ After filling the online application, the applicant can schedule an appointment and visit the ICACalong with the following documents:

Required Documents for Surrender of Indian passport:

   (i) Printout of duly filled online Surrender Certificate form

   (ii) Indian passport in original along with self attested photocopy

   (iii) Iranian passport and Shenasnameh/ document indicating the date of acquisition of Iranian nationality along with self attested photocopy.

   (iv) In case of any change in personal particulars, relevant supporting documents

IMPORTANT POINTS TO NOTE:

   (a) Photograph Specification:Here are the photograph guidelines as per ICAO standards to be adhered to photograph capturing or uploading for passport services.

  • Close up of the head and top of the shoulders such that the face takes up 80-85% of the photograph.
  • The photograph should be in color and dimensions should be 630*810 Pixels.
  • Photos should be unaltered by computer software.
  • Background of the photograph should be White.
  • The photographs must –
    • Show the applicant looking directly at the camera.
    • Show the skin tones naturally.
    • Have appropriate brightness and contrast.
    • Show the applicants eyes open and clearlyvisible.
    • Should not have hair across the eyes.
    • Be taken with uniform lighting and not show shadows or flash reflections on the face and no red eye.
    • o Mouth should not be open.
    • Be taken from distance of 1.5 meters from a camera (not too close)
    • Should not be blurred
      • It should have full face, front view, eyes open.
      • Photo should be present full head from top of hair to bottom of chin.
      • Centre head within frame (head should not be tilted).
      • There should not be any distracting shadows on the face or in the background (should not have reflection of the glasses; glasses to be taken off to avoid reflections).
      • Illumination shall not cause any red eye effects visible in the eyes or other effects reducing the visibility of the eyes.
      • Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown.
      • The expression on the face should look natural.

         (b) Photocopies submitted along with the application must be self-attested and original documents are required to be presented for verification at the counter. After verification, original documents will be returned to the applicant.

         (c)Please note that certain other documents may also be required which can be ascertained only when the applicant comes in person along with all the original documents.          (d) Fee for Passport and Consular Service may be checked at our website in Fee Structure column.

         (e)Applicants will be contacted as soon as the passport is ready for delivery. Applicants should clearly indicate their mobile telephone number/email id in the application form. Applicants can also check their passport status by visiting website https://mportal.passportindia.gov.in/mission/TrackApplication. If no call/email is received, the applicant may send an email to cons1.tehran@mea.gov.in to enquire the status of their application while mentioning their fee receipt/passport number/ARN number after four weeks.          (f) Applicants are requested to bring passport and the fee receipt in original for collection of passport/ documents.

         (g) Applicants are requested to apply for passport well in advance, preferably at least six months before the expiration of Passport

         (h) It is an offence under the Passport Act 1967 to furnish false information in the application. Passport facilities would be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The Passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.
